EPF, EPS and EDLI: three different benefits behind one payroll deduction
EPF builds an individual retirement balance, EPS provides a service-linked pension and EDLI provides death-linked assurance. Learn how the 2026 schemes divide them.
EPF, EPS and EDLI are three different statutory benefits, not three versions of the same provident-fund balance. EPF is an individual retirement-savings account, EPS is a pooled service-linked pension, and EDLI is death-linked assurance for eligible members.
The payslip can make them look like one deduction because contributions are administered together. To read the numbers correctly, separate who pays, where the money goes and what event produces a benefit.
Start with the current 2026 schemes
The Employees’ Provident Fund Scheme, Employees’ Pension Scheme and Employees’ Deposit-Linked Insurance Scheme were each reissued in 2026 under the Code on Social Security framework, with effect from 29 June 2026. They preserve continuity for covered members while replacing the earlier scheme texts.
This matters because older EPFO pages, employer guides and search results can show contribution ceilings or EDLI benefit descriptions from previous amendments. For a claim or payroll decision after commencement, use the 2026 Gazette scheme together with later corrigenda and notifications. A familiar acronym does not mean every legacy number remains current.
The wage ceiling for these schemes is notified separately under section 2(89) of the Code. It was ₹15,000 a month until S.O. 5109(E) raised it to ₹25,000 a month with effect from 17 September 2026, superseding the notification of 29 May 2026. In the Ministry’s release of 16 September 2026, the Labour Minister said employees drawing between ₹15,000 and ₹25,000 a month will become eligible for mandatory coverage. Coverage, voluntary higher contributions and existing-member continuity can still depend on facts beyond the number on a salary slip, so employees above the ceiling should not assume that employment alone creates or ends membership.
One payroll system, three different jobs
The basic distinction is easiest to see side by side:
| Scheme | Main purpose | Funding in the standard case | Nature of benefit |
|---|---|---|---|
| EPF | Retirement savings | Employee contribution plus the employer share left after applicable EPS diversion | Individual accumulated balance with interest credited under the scheme |
| EPS | Pension | Prescribed part of the employer contribution for an eligible EPS member | Pooled, formula-based pension or other scheme benefit |
| EDLI | Death-linked assurance | Separate employer contribution | Formula-based payment to eligible nominee or beneficiary |
Current notifications prescribe 12% employee and employer EPF contributions in the standard notified case, an EPS employer contribution of 8⅓%, and an EDLI employer contribution of 0.5%, each applied under its own rules and notified wage ceiling. The EPF contribution notification places establishments for which a resolution plan or repayment plan has been approved under the Insolvency and Bankruptcy Code, and specified jute, beedi, brick, coir other than spinning, and guar-gum establishments, in the 10% class. Reconcile the legal establishment category and EPFO passbook rather than multiplying gross salary mechanically.
Paragraphs 4(1) and 4(3) of the EPS Scheme divert 8.33% of wages up to the ceiling and round each contribution to the nearest rupee, with fifty paise or more counted as the next rupee. At the ₹25,000 ceiling that is ₹2,082.50, which paragraph 4(3) rounds to ₹2,083 a month (8⅓% rounds to the same figure); at the old ₹15,000 ceiling it was ₹1,250. If the member is eligible for that diversion, the balance of the employer’s standard 12% goes to EPF: on wages of ₹25,000, ₹917 of the employer’s ₹3,000. The employee’s standard share goes to EPF; EDLI is not deducted from the employee as a separate contribution.
These are contribution mechanics, not a forecast of benefit. Your gratuity, employer pension, NPS or personal savings are separate arrangements.
EPF is the individual savings balance
EPF is the component most like a retirement account. Contributions allocated to it are recorded against the member, and interest is credited at the rate determined for the relevant period under the statutory process. Do not insert a news report’s recommended rate into a long-term projection until the applicable rate has been formally adopted and reflected in the account.
The EPFO passbook should show employee and employer EPF entries, transfers and interest. A smaller employer EPF line is not automatically an error: an eligible EPS diversion may explain the difference. But unexplained missing months, wrong wages or unmatched member IDs need correction while payroll records are readily available.
EPF allows specified advances and withdrawals under scheme conditions, but eligibility is purpose- and event-specific. Treat a permitted advance as retirement money used early, not as free money. For long-term planning, compare the retained balance with other retirement vehicles such as NPS and PPF, while recognising that statutory access rules and tax treatment differ.
Final withdrawal after leaving a job has its own clock. Outside the grounds listed in paragraph 49(1), paragraph 49(2) generally requires the member to remain outside employment in any covered establishment for twelve continuous months before applying. The twelve-month wait does not apply to a female member who resigns to marry. Some paragraph 49(1) contingencies instead contain a two-month condition, so identify the precise ground rather than applying one waiting period to every exit.
On changing jobs, link the new member ID to the correct Universal Account Number and examine transfer before final withdrawal. Transfer protects continuity and reduces the risk of leaving interest, service or nominee records scattered across establishments.
EPS is a pooled pension, not a visible pot
EPS does not operate like EPF. The employer contribution allocated to EPS supports a pooled pension scheme, and the member’s benefit is determined by eligible service, pensionable wages, age and the statutory formula. There is no personal EPS “balance” that earns the EPF interest rate. Paragraph 11 caps pensionable wages at the wage ceiling applicable to each period and works them out pro rata across ceiling periods, so the ₹25,000 ceiling does not reach back to months that were capped at a lower ceiling.
The current scheme generally requires at least ten years of eligible service for a member pension. Leaving covered employment before that point does not make the contribution history meaningless: depending on service and eligibility, a withdrawal benefit or scheme certificate can apply. Where the member exits before superannuation, paragraph 13 generally makes withdrawal benefit available only after 36 months from the date the last contribution became due, or on superannuation if earlier. A scheme certificate can be chosen before superannuation and can preserve pensionable service for later covered employment and family-pension purposes.
That is why an EPS figure shown in a passbook should not be treated as cash available on demand. Before claiming, check dates of joining and leaving, service transferred from earlier employers, non-contributory periods and whether the record recognises prior service. A short gap or an omitted transfer can change a pension decision decades later.
Use the NPS calculator only for NPS projections; it cannot calculate an EPS pension because the two systems have different rules. Before treating NPS as interchangeable retirement money, read the current NPS withdrawal and exit rules, which differ by sector and exit type.
EDLI protects against death during covered membership
EDLI is neither savings nor a pension. It provides a death-linked benefit under the scheme to the eligible nominee, family member or other beneficiary. The employee makes no separate EDLI contribution; the current notification prescribes an employer contribution of 0.5% subject to the scheme terms and wage ceiling.
The benefit is not a flat sum promised to every member. Under paragraph 21(4) of the 2026 Scheme, the specified case involving twelve months of continuous covered employment uses 35 times average monthly wages, with wages capped at the notified ceiling, plus 50% of the average provident-fund balance capped at ₹1.75 lakh. That paragraph states a minimum of ₹2.5 lakh and maximum of ₹7 lakh. Because 35 × ₹20,000 = ₹7 lakh, the wage element alone reaches that maximum once the capped average wage reaches ₹20,000; the ceiling notification did not change the ₹7 lakh limit. Paragraph 21(5) provides a 20% enhancement only to the alternative benefits under paragraph 21(1) or 21(3), as applicable; it does not increase the paragraph 21(4) maximum to ₹8.4 lakh.
Where the twelve-month continuity condition is not met, the scheme applies a different calculation and contains a ₹50,000 minimum subject to its wording. For continuity, a gap of up to 60 days between covered employment spells is disregarded under the scheme. These details are why an old statement that “EDLI cover is ₹7 lakh” is incomplete.
Keep e-nomination, family details and employer exit records current. EDLI is valuable precisely when survivors should not have to reconstruct basic employment facts.
Read the passbook without double-counting
For each wage month, match the payslip deduction with the employee EPF entry. Then identify the employer amount allocated between EPF and EPS. EDLI generally will not appear as money credited to your EPF balance because it finances assurance rather than an individual pot.
Do not add the cumulative EPS contribution display to EPF and call the result your withdrawable corpus. Do not add an EDLI maximum to net worth as though it were savings. And do not project EPF using an EPS pension formula.
A simple annual audit should cover:
- correct Universal Account Number and member ID;
- joining and exit dates for every establishment;
- wages and contributions for every month;
- transfer status from earlier employment;
- name, date of birth and bank details; and
- e-nomination and family particulars.
Also keep retirement tax planning separate from scheme accounting. The choice between the old and new tax regimes does not change EPF into EPS or alter EDLI’s purpose.
Make decisions by benefit, not acronym
Use EPF decisions to manage an individual retirement balance: contributions, transfers, eligible advances and final settlement. Use EPS decisions to preserve service and understand pension eligibility. Use EDLI administration to protect nominees and document a claim.
When changing jobs, transferring records can serve all three better than looking only at the EPF cash amount. When planning retirement, estimate EPF, EPS, gratuity and any NPS or personal investments separately, then combine the resulting income and lump sums. When reviewing insurance, treat EDLI as employment-linked base protection whose formula and eligibility can change—not as a substitute for need-based personal life cover.
The clean mental model is: EPF is your statutory savings balance; EPS is a pension promise governed by service rules; EDLI is a death benefit governed by an assurance formula. Keeping those roles separate prevents the most common payroll and retirement-planning errors.
Common questions
Does my employer’s entire provident-fund contribution go into EPF?
No. In the standard case, the employee contribution goes to EPF, while part of the employer contribution is diverted to EPS for an eligible pension-scheme member and the balance reaches EPF. The EPS notification prescribes 8⅓ per cent, and paragraph 4(1) of the EPS Scheme applies the EPS share to wages up to the notified wage ceiling, which is ₹25,000 a month from 17 September 2026. Read the EPFO passbook and eligibility rules rather than assuming that the employee and employer EPF entries must be equal.
What changed when the EPF wage ceiling rose to ₹25,000?
S.O. 5109(E) raised the wage ceiling under Chapter III of the Code on Social Security, which governs EPF, EPS and EDLI, from ₹15,000 to ₹25,000 a month with effect from 17 September 2026. The Labour Minister said employees drawing ₹15,000 to ₹25,000 a month will become eligible for mandatory coverage. For an EPS member on wages of ₹25,000 in the standard 12 per cent case, other than a joint-option member covered by paragraph 4(2), the employer’s ₹3,000 splits into ₹2,083 for EPS and ₹917 for EPF. Paragraph 11 of the EPS Scheme caps pensionable wages at the ceiling that applied to each period, so earlier months stay capped at the lower ceiling, and the EDLI maximum remains ₹7 lakh.
Is EPS an interest-earning account that I can withdraw like EPF?
No. EPS is a pooled, defined-benefit pension arrangement. Pension entitlement depends on eligible service, pensionable wages and the scheme formula; it is not the displayed result of an individual account earning interest. For a member who exits before superannuation with insufficient eligible service for pension, withdrawal benefit is generally available only after 36 months from the date the last contribution became due, or on superannuation if earlier. A scheme certificate may be chosen before superannuation, subject to the current scheme.
How many years of service are needed for an EPS pension?
The Employees’ Pension Scheme, 2026 generally requires at least ten years of eligible service for a member pension. Service across covered jobs can matter, so transferring and preserving the record is important. Age, exit circumstances and the scheme’s rounding and service rules also affect the result; do not infer pension eligibility from one employer’s tenure alone.
Is EDLI simply a flat ₹7 lakh life-insurance policy?
No. The current EDLI Scheme contains alternative formulae and continuity conditions. For the specified twelve-month continuity case, paragraph 21(4) uses average wages and the average provident-fund balance and fixes the benefit between ₹2.5 lakh and ₹7 lakh. Paragraph 21(5) does not add 20 per cent to that paragraph 21(4) benefit; its enhancement applies to benefits under paragraph 21(1) or 21(3). The practical scheme maximum remains ₹7 lakh.
Should I withdraw EPF when changing jobs?
Usually, transfer is the first option to examine because it preserves retirement compounding and helps maintain a connected service record. Final withdrawal is not automatically available on changing jobs: outside the specified paragraph 49(1) grounds, the current EPF Scheme generally requires twelve continuous months outside employment in a covered establishment. The waiting period does not apply to a female member resigning for marriage. Verify the Universal Account Number, member IDs, dates of joining and leaving, nominee details and pension service before claiming.
